Here is what is actually happening. Urine works its way through the pile and lands on the infill. Ammonia from the urine binds to the infill granules and to the backing. Bacteria feed on the residue and produce the sulfur compounds that make the smell sharp. Summer heat speeds the bacteria up and re-volatilizes the ammonia, so a yard that smelled fine in March smells loud by July. Rinsing keeps the infill damp, which keeps the bacteria active. Perfume sprays mask the smell for a few hours and then it comes back.
